About People's Association (PA)

The People's Association (PA) in Singapore, a statutory board under the Ministry of Culture, Community and Youth, was established in 1960 with the mission to enhance racial harmony and social cohesion. It achieves this by fostering understanding, friendship, and collaboration among individuals from diverse racial and cultural backgrounds.

To fulfill its mission, the PA organizes community events, provides services, and creates platforms for residents to connect and build meaningful relationships. It oversees a wide network of community clubs, grassroots organizations, and interest groups, serving as hubs for community engagement across Singapore.

The People’s Association has been outsourcing bookkeeping services to our company to support over 100 Community Centre Management Committees (CCMCs) and Grassroots Organizations (GROs) across Singapore. This collaboration is aimed at ensuring these organizations, which are integral to community engagement and grassroots initiatives, have access to dependable and efficient financial management solutions. By outsourcing these services to us, the People’s Association is able to streamline operations, allowing each CCMC and GRO to focus on their core mission of serving the community while we handle their financial records with precision and compliance.

In addition to our expertise in bookkeeping, we are proud to be certified as a Demand Aggregate Vendor (DA). This certification acknowledges our capability to effectively manage and aggregate services for multiple organizations. As a DA vendor, we are entrusted with coordinating and consolidating efforts to deliver high-quality financial services that are both cost-effective and fully compliant with regulations.

Our partnership with the People’s Association ensures that the financial requirements of these organizations are met with professionalism and efficiency, allowing them to concentrate on their community-driven objectives with confidence.

Additionally, we have been a GFAST trainer since 2018. GFAST is an accounting system designed for Grassroot Organizations, and we specialize in teaching and guiding new People’s Association staff on its use, ensuring they can manage financial processes effectively and with confidence.

Key Functions of the PA

 

Community Engagement

 

The PA actively organizes a wide range of activities to encourage interaction among residents, promoting a sense of community and mutual understanding. These include cultural festivals, such as Chinese New Year, Hari Raya, Deepavali, and Christmas, which allow residents to appreciate and understand the traditions of Singapore’s diverse communities. Workshops and learning activities, including classes on cooking, art, language, and IT, foster lifelong learning and create opportunities for residents to bond over shared interests. Additionally, sports and fitness programs, such as community sports leagues, fitness classes, and wellness events, are organized to encourage healthy lifestyles and teamwork.

 

Grassroots Development

 

The PA works closely with grassroots organizations to ensure local issues are addressed effectively while fostering stronger ties between residents and local leaders. Residents' Committees (RCs) play a key role in improving living environments, mediating neighborhood disputes, and organizing block-level events. Citizens’ Consultative Committees (CCCs) collaborate with government agencies to communicate policy updates and identify community needs, providing feedback to ensure effective governance. Community Clubs (CCs) serve as hubs for grassroots activities, offering facilities and programs tailored to the interests and needs of residents.

 

Youth and Volunteer Programs

 

The PA cultivates civic-mindedness and leadership skills in youth and volunteers through structured programs and activities. Youth Networks, such as the PA Youth Movement (PAYM), engage young people in organizing events, leadership development workshops, and dialogues on national issues. Volunteer schemes provide opportunities for individuals to contribute to their community through events, social programs, and crisis support efforts, fostering a culture of giving back and nurturing a strong sense of community responsibility.

 

Crisis and Emergency Support

 

The PA plays a critical role in mobilizing resources and coordinating assistance during emergencies or crises, ensuring the well-being of residents. Community Response Teams are trained to provide aid during emergencies, such as natural disasters or public health crises. Disaster preparedness programs educate residents on how to respond to emergencies, equipping communities with the skills to support each other effectively. During the COVID-19 pandemic, the PA coordinated relief efforts by distributing essential supplies, facilitating vaccination outreach, and supporting quarantined individuals.

 

Fostering Inclusivity

 

The PA ensures that community programs are inclusive and accessible, promoting harmony among people of different abilities, ages, and socioeconomic backgrounds. For the elderly, initiatives such as senior activity centers and wellness programs are designed to keep them active and socially connected. Support for vulnerable groups, including lower-income families and persons with disabilities, is also a key focus, with dedicated programs aimed at building a caring and inclusive community.
